Phil Hwang to Step Down as Community Legal Services in East Palo Alto’s Executive Director
EAST PALO ALTO, CA–Community Legal Services in East Palo Alto (CLSEPA) announced today that its Executive Director Phil Hwang, Esq., is stepping down from his position after eight years of service. CLSEPA provides transformative legal services to low-income communities and communities of color in the areas of immigration, housing, and economic advancement.
“Thanks to Phil’s leadership, CLSEPA is extremely effective in advocating for thousands of community members every year through a range of legal services and policy initiatives. His accomplishments are many and he will truly be missed,” said Tameeka Bennett, Co-Chair of CLSEPA’s Board of Directors.
Achievements and Recognition
Under Hwang’s leadership, CLSEPA has expanded its scope of work and grown from 14 to 44 staff positions, opening multiple offices throughout the Peninsula and multiplying revenues six-fold. Its immigration, housing, and economic advancement programs are recognized as regional leaders. In 2019, CLSEPA received the Nonprofit of the Year Award from Assemblymember Marc Berman.

Hwang’s tenure has also included expansion of CLSEPA’s policy advocacy and impact litigation. The organization’s advocacy work has been highlighted in national media, including articles in the New York Times, Washington Post, and Financial Times.
Departure in September
Hwang continues as Executive Director at CLSEPA until mid-September, at which time he will take the helm as CEO of OneJustice, a statewide organization that advances the impact of California’s civil justice system, builds the capacity of legal aid leaders and nonprofits, and creates innovative strategies to increase civil legal services for Californians who face legal barriers to basic necessities.
“It has been a true honor to lead CLSEPA, as it partners with low-income communities and communities of color to break down systemic barriers to inclusion and equity,” said Hwang.
The Board of Directors at CLSEPA is actively engaged in planning for the leadership transition, including establishment of a Transition Task Force, and conducting a national search for Hwang’s successor. “Phil leaves CLSEPA in a strong position and we look forward to building on his legacy to make the future bright for the communities we serve,” said Board Co-Chair Jory Steele.
